If someone else has configured your iPhone, or downloaded iphone apps to it, they have let themselves logged in to the Apple Store.
To sign them out, and log yourself in, go to Settings, Store and tap Sign Out.

I had an Apple account in/for my present phone set up with a prepaid credit card. The card ran out. I would like to set up a free account. I also owe a small balance on an inexpensive app, so that might be an obstacle. What can I do?
Ive done this: I signed them out & signed myself in – no problem… Until I went back to the app store. When I try to download & it asks for my password – it STILL isnt me! Its gone straight back to the other account – the one that Ive just signed out of, before signing MYSELF back in… Whatever I do, it is the same outcome & I cant seem to do anything about it!!
